Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: another massive barrage of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of contrasting events captured the grim essence of the outgoing year. By day, political struggles are waged: optimistic declarations are released from various governments. Considerable effort is allocated on restraining particular approaches. By night, Moscow brutally reminds the world that, for them, military action persists as the key method for achieving "settlement".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capacity afforded by current data. From witness perspectives, military aircraft that had been deployed to engage hostile guided weapons streaked across the sky – modern combat jets provided to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles fired to intercept a incoming threat. This was a modern interception technology at work, probably provided by Western nations. Every firing creates sudden vibrations, causing tremors. The brief panic quickly becomes resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from ruin and additional electricity failures.
Continuous Dangers
Not long after, a heavy machine gun engaged a drone in the vicinity, part of a rapid response unit – probably Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it continued its flight toward its objective.
Intermittently, this continued until dawn. Kyiv faced the morning news: several casualties, destruction and infrastructure problems in numerous residences as a result of the nocturnal offensive. As typically, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a need that neighboring countries are evidently unprepared to fill in the near term.
Unsuccessful Negotiations
The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually achieve victory. This pattern will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize certain parties of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. American leadership works based on a premise understood by international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is unfeasible to pressure the Kremlin to relinquish the areas that it presently holds in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, US leadership does minimal to discourage Russia, through words or deeds, from assuming that the current condition will not change more in its benefit in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but averting a complete military breakdown until situations evolve in its advantage.
Present Conditions
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to kill the 28 points of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and demonstrate specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the predictable period, mainly require sustained allied backing.
